Em entrevista ao Portal Jota , o presidente da Câmara dos Deputados , Arthur Lira (PP-AL), afirmou que o governo entregará ainda hoje o projeto que muda as regras para o imposto de renda de pessoas físicas e jurídicas e que trata da taxação dos dividendos, que é uma parte tratada na reforma tributária .
O presidente destacou que os temas infraconstitucionais da reforma não serão tratados em comissão especial e que serão definidos dois relatores para a proposta. Lira pode indicar os relatores nos próximos dias. Um será responsável pelo parecer da proposta a ser encaminhada pelo governo e outro vai apresentar relatório sobre a criação da CBS, que já está na Câmara. O texto institui a CBS, com alíquota de 12%, em substituição ao Programa de Integração Social (PIS) e à Contribuição para Financiamento da Seguridade Social (Cofins). Lira informou ainda que a proposta que cria o chamado passaporte tributário, que está sendo analisado pelo Senado, deve chegar à Câmara nos próximos dias.
“Acredito que a CBS vai causar mais discussões, porque impacta a vida dos setores de maneira mais efetiva. Estamos com toda atenção para que a gente consiga fazer o que queremos há muito tempo que é simplificar, desburocratizar e diminuir esse emaranhado de resoluções e regulamentações de autarquias e órgãos de controle que avançam sobre as legislações”, afirmou.
“É preciso ali só que a gente equalize o delta, para que não penalizemos microempresas, pequenas empresas com relação a dividendos, mas sim aquela pejotização excessiva que todos nós sabemos que é injusta no Brasil. A pejotização paga menos imposto quem ganha mais dinheiro. Foi uma maneira suave de burlar ou de facilitar essa legislação", disse Lira.
